Enhancing child protection and care reform in Moldova through EU accession

On 25 June in Brussels, Hope and Homes for Children, together with European Parliament Vice President Victor Negrescu, convened a round table on Child Protection and Care Reform in Moldova Through EU Accession. The event brought together key stakeholders to discuss progress, challenges, and the next steps needed to ensure that every child in Moldova can grow up in the safety and care of a family. This report captures the insights shared by speakers, the collaborative spirit of the discussions, and the collective commitment to completing child protection and care reform as part of Moldova’s EU accession journey.

Early Childhood Development (ECD) is a fundamental human right, essential for ensuring that all children have the opportunity to survive and to thrive – regardless of socioeconomic status, gender, or crisis situation. The Convention on the Rights of the Child (CRC), is one of the multiple international agreements that affirm that children have rights to survival, development, health, education, protection, and participation. States Parties are obliged to respect, protect, and fulfil these rights by investing in ECD policies and programmes, particularly in the case of marginalized and vulnerable populations. This obligation extends to children affected by emergencies, displacement, and disaster– those children who often experience the most severe violations of their early rights.

The Romanian Government, through the National Authority for the Protection of Children’s Rights and Adoptions, released its Biennial Report on the Implementation of the Child Guarantee (CG) in Romania. The report is divided into 7 chapters, with chapters 3 (Roll-out of services) and chapter 4 (Indicators, targets and monitoring) being the ones that provide data on the implementation of the CG and on its results up to date.
