Purpose and significance
There can be no social development without reforming the way we care for childfren worldwide.
Children confined to institutions form one of the most vulnerable and marginalised groups in society, exposed to a system that harms their development and systematically violates their rights. Across the globe, 5.4 million children are already trapped in ‘orphanages’– despite 80% not being orphans. As climate disasters and conflicts escalate, millions more are at risk of the same fate. The need for action on this issue is therefore urgent and growing: from Gaza, to Sudan, to Ukraine, with increased crisis comes increased family separation. Each moment of inaction has a cost: for every three months spent institutionalised, young children lose on average one month’s growth, with impacts that can last a lifetime.

The World Social Summit (WSS) is this decade’s most anticipated global platform dedicated exclusively to social development, bringing together UN Member States, policymakers, civil society, and other key stakeholders to renew momentum toward achieving the Sustainable Development Goals (SDGs).
About this session
This session will showcase actionable leadership and practical reforms that uncover the linkages between social development and strong families; , generating further momentum around the Global Campaign on Children’s Care Reform and laying the ground for inclusion of care reform into the post-2030 agenda.
Speakers will include government representatives from around the world, civil society leaders, regional experts, a speaker with lived experience and senior policy voices. Discussions will move from ambition to implementation highlighting national plans, practical progress and measurable commitments. The session will conclude with civil society recommendations, interactive reflections, and a call to action for sustained global partnerships to keep children safe in loving families.
